CL1 Health - What's Coming in 2027: AI in Medicine, Pandemic Preparedness and Mental Health
08/10/2026
About
Cluster 1's final Horizon Europe phase runs 2026–2027 with a budget of €8.246 billion, and it's focused on three priorities: AI and digital tools in clinical settings, pandemic preparedness, and Europe's mental health crisis.

Each is backed by real momentum. Mental disorders now affect more than one in five people across OECD and EU countries, up nearly 21% over two decades, costing the EU an estimated €76 billion a year. The European Partnership on Pandemic Preparedness has entered its second phase. And on AI, 2027 brings dedicated calls for predictive biomarkers, Virtual Human Twins for clinical decision support, and a first call for general-purpose AI models in healthcare.

This training session gives health researchers, clinicians, and R&I professionals a clear, up-to-date picture of what the 2027 Cluster 1 calls cover, which themes are being prioritised, and how to position a competitive proposal across these three defining areas of the final Horizon Europe work programme.

Key takeaways:

  • A structured overview of the 2027 Cluster 1 Health call landscape - single-stage and two-stage calls, indicative budgets, and submission timelines
  • What the 2027 AI-in-health calls are targeting, from biomarker development and Virtual Human Twins to the next generation of AI models for healthcare, and what evaluators will be looking for
  • How pandemic preparedness funding has evolved in 2026–2027, including Phase 2 of the European Partnership and calls for novel vaccines and antiviral therapeutics for pathogens with epidemic potential
  • How mental health features across the 2027 programme, including calls on digital technology's impact on children and young people, and the cross-cluster links with Cluster 2 on mental health in education, work, and daily life
  • Practical guidance on identifying the right 2027 call for your research area, assessing your consortium's fit, and planning your proposal development timeline
  • What the 2027 Cluster 1 calls signal for FP10, and how to position your research agenda for the transition

Who should attend:

  • Health researchers, clinicians, and biomedical scientists exploring Horizon Europe funding for the first time or planning a 2027 submission
  • R&I support staff at universities, hospitals, and research organisations advising on health-related bids
  • Consortium coordinators working in AI and digital health, infectious disease and pandemic preparedness, or mental health and neurodevelopmental conditions.
  • Organisations that were unsuccessful in 2025 or 2026 Cluster 1 calls and want to understand how to strengthen their next submission
